Dependent in parental sponsorship application and ecas status

Hello fellows,
The following is the detail of ecas status of my parent sponsorship application----

"We received your application to sponsor XXXXX LLLLL on May 7, 2008.
 
Please note that dependents listed on your application will only be added to your case once processing has begun."

I was wondering why they say dependent will b adding after the processing started. I think according to CIC dependent policy, the dependent is added as soon as CIC Mississauga received the application. Is anyone have the same status as mine? or I'm the only one in this boat. Also, my sibling was 23 years old at the time of sponsorship(May, 2008)and a full time student.
