If an applicant's child is 21  years and 11 months at the time that file number is issued by Quebec, this child's age consider under 22 and should be locked for the purpose of obtaining CSQ?

If this person is still in school and dependent, should be fine.

Thanks for the comment.  But a person under 22 years of age should be consider dependent even if is not in school, right?

Yes, but it is the date the application is received by CIC's processing office is the date the age is locked in.
