Dependants unaccompanied by PA, Landing

Guys,

I got an urgent question.

As principal applicant (FSW) I plan to do landing ahead of my dependants and return back to home country. Next would be my family, but without being accompanied by PA.

Could any one tell me whether dependants can land without being accompanied by PA who would be outside Canada at the time?
