I am little bit confused how to fill my application. My husbund is sponsoring me via Outland application and we have a newborn son, who was born in canada and is a citizen and we all currently live in Canada, because I have a worker's permit till summer.

As i understand i write him as my dependand, of course, but will he accompany me to Canada ( question#11 under Dependant's in form IMM0008) ? I am thinking i should write NO, explaining that he already lives in Canada, is that right?

and also should we pay fees for him as a family member under 22 years of age -$150. he is not really immigrating, but maybe we have to pay anyways?

No.  You list him as a family member on the IMM 5406, he does NOT count as a dependent on the IMM 0008, because he is already a citizen and does not need sponsoring.  No, there are no fees associated with the baby, only fees for yourself as the principal applicant, so $1040 would be the total fees for you.
