our application was denied on the basis of not having contact with kids they are (21 and 19) so we could not get meds done ect. now I have calle Canada Immi and the off asked if we were asked to sign a waiver , we did not get that or were never asked. he said this sounded strange. However he says we can extend my husbands visitors documents, wich expire in Dec, now were wondering if we go to europe to find the info they wanted how does that work when we come back into Canada??? is he alowed to come back into the country with out any problems?? since he was not denied for anything criminal, just for not having some of the info

And also would he be able to reaply when the kids are both 21  (or is it 22)

He can reapply when they're both 22.
If he needs a visitor visa to get into Canada, he probably will not be able to get a new one, so leaving wouldn't be a good idea. If people from his country don't need a visitor visa, he might still not be let back in - it's up to the border official.
