I remember a woman recently who wrote that she was denied flagpoling for a work permit because she was not visa exempt which is one of the requirements to be allowed to apply for a work permit at the border.  Other people have reported having been allowed to do it even though they were not visa exempt but had a multiple entry visa.  It may depend on the IO.  I have never heard of a person denied flagpoling for PR.  It is however possible that the US side gives you trouble when you show up and tell them you are going back to Canada if they are in a bad mood.  I have heard of such cases.

Like Leon, I can't remember a straight PR "flagpole" going bad.

I have it in good authority that the only reason for you to get denied while flagpoling is when you lie to the officers. (PR Flagpoling)

It is not likely to be the only reason.

BTW Lying to an IO will get you refused entry to Canada in so many cases, it's not just during "PR Flagpoling".

Yeah true at any stage if you are caught lying your road to Canada can be in jeopardy.

The only reason I can think of that someone who flagpoled with PR paperwork getting refused, is that the person was red flagged by CIC.

Therefore, as soon as the visa was presented, the IO refused the PR application. Other than that, I can think of no other reason why this should happen.
