Here is what happened to me. I was overseas when I got my medical, RPRF and PCC request. The PCC in the US takes a minimum of 12weeks according to their website and I was given 60days to do medicals and 90days for RPRF and PCC.

I applied for the PCC about 17 days into the 90 days (and remember, mailing the PCC request form, them mailing it to me and then me mailing it to CIC also takes time). When I did my medicals, I sent in the receipt for the medicals and RPRF at the same time with an explanation that my PCC would be late. This way, they can see that by doing the medicals and sending in the RPRF, that I am serious about the PR and investing money into it.

On the 90th day, I sent an email telling them it is going to be late. 3 days later, I got my PCC and I sent it into CIC. That was probably 2 weeks ago and I got my passport request already.

I am writing all this so perhaps you can follow what I did and who knows, it may help. (like sending them a letter with a clear explanation, etc). Good luck.

Thanks Maaties.... yes I already put covering letter & attached the history of being rejected couple of times about the unreadable finger prints and finally it was accepted but still waiting for the final report but I have to submit my RPRF to meet the deadline with the covering letter as what you advised. Im just anxious it might be their reason not to issue PPR. Not to mention I have to comeback to US by February 2011 bec right now Im in my visa ofc country. just in case the PPR be delayed is it ok to send PP fr US..is there any risk involve?!? Do you think they will never issue PPR unless FBI be submitted?

thanks Maaties again....

if they asked for the PCC, then i think they won't give PR without it. The main risk about sending PP overseas is, it may get lost and I know Buffalo office will not send PP outside Canada or US so you may have to have an address there where they can send the PP and then your friend send it to you.
