Delay in processing time and clarification on Simplified and Full application

I had applied 4 and 7th months back by skilled worker through simplified application method and my application was accepted and received acceptance letter. The letter was stated that my application will be processed within 36 months. But now it is 4 and 7th months. In the middle I have received another letter which requests my interest to resume the process or withdraw. Then, I heard nothing from the Visa office. So, my question is

Does applying through simplified process impact the processing time? If that is the case shall I need to send the full document to my visa office without waiting their request?

No, you have to wait till they ask you to do so.
