deferral of removal? help plz!

Hello everyone.. I had my prra interview yesterday where I was giving the forms to apply for prra..where as our spousal application was received in vegreville in october..the cbsa office who did the interview was aware of our pending espousal application and told me that the prra will take six months to decide and if its negative I will be removed..all this time we were under the impression that there is a public policy that can defer your removal until spousal app is decided? We are really worried and any suggestions would be helpful..thanks
