declaration of severance of common-law relationship...

I am a Canadian citizen in Korea and sponsoring my wife. I once was in a common-law relationship, about 10 years ago, in Canada.
Can I write the declaration of severance of common-law relationship, then send it to friends in Canada to have it notarized there, or do I have to be there in person? I don't want to notarize it in Korea.
