Decision Made - Buffalo - Good or bad?

Hi ladies and gentlemen,
I just checked my application status on the CIC website, and it has been changed to "DECISION MADE." My case was sent to Buffalo and is being processed there (i.e., it has not been transferred further to New York or some other office). I'm a bit concerned, because originally I received a request for more information asking for some state police certificates. That request also said that if they did not receive the certificates within 90 days they would make the decision without them, which may lead to a refusal.
I did send them to the consulate general last month, and the Canada Post tracking system shows that they were signed for a bit over a month ago. However, the fact that decision made appeared around 90 days after their request concerns me, as well as the fact that from what I understand Buffalo only puts decision made after they have actually affixed the visa to the passport; at least, this is what I have seen in other threads here. Has anyone else seem them put decision made right away after just deciding to send a passport request? Am I worrying over nothing here?
Thanks for taking the time to read this! I hope someone has an answer. :)

Truly, only the embassy in Buffalo has the answer. BUT, since you have complied with all of their requests, why not expect good news? The 90 days was their BF date anyway so of course they are going to look at the file again to ensure they have what they asked for or not. I think you may have reason to celebrate soon. Fingers crossed for you.
