i found out that my application status had changed from in process to decision made on june 10 2011 but maybe it had changed before that. I heard that decision made before medical exam meant rejection, well it is july 11 2011 and still no word from cic detailing why my application was rejected.
i am getting frustrated because i want to work on the reason why my application  was rejected and reapply.

Order CAIPA asap and wait for communication form relevant VO. Go through CAIPS and communication and gather the facts. After gathering facts, match facts with the reason(s) of rejection. Don't rush to contact them, you will get standard reply. First gather all the facts.

Agreed. Order CAIPS.
This will help you know the reason much better than their letter.

Hey,

Don't worry that much. It may also mean that the visa office is transferring your file from CAIPS to their new processing software GCMS..In doing so, the visa office has to close your file on CAIPS and it therefore E Cas shows decision made..So please don't think that its a rejection. Just contact the visa office via e mail and let them know about your ecas status..But I think it is a transfer thing and nothing else...

Hope this helps..

you do not need to contact CIC. You need to do case sp. query to you VO. As your file is at VO at this stage.

It might be bug in e-cas. Contact VO .

Good Luck

Regards
Mayank

Right Mayank, go for case.specific inquery at your VO, if its error in e-case than you are safe , if VO replied with same than sorry to say it will rejection.
Order Caips note meanwhile ASAP.

Good luck.
