Hi Dear friends ,

 It's about 9 months since I have sent all my documents to
Canadian embassy, Damascus, except my language certificate,
(after receiving a second file number for federal skilled worker)
now my question is that how long should I wait to get a
notification from Damascus, and after I received a notification
about my language certificate, what will be the deadline for
sending the language certificate .

Why didn't you send language certificate that time.

Are you old 2003-2004 applicant??

In my opinion do not wait for them to ask for it, if u have it just send it across

I wonder why he didn't send before. It means rejection if he sent incomplete documents....

Not really, it is expected from applicants to send the full package at once but there are people who were considered by CHC if they had sent some document before file went into processing, specifically the PCC and Language skill test report

I think his query is confusing. If he tells the details only then some body can answer him properly....
