"job validation offer"
 
   Dear Sir,

I got this job at the ESL school in Canada, and the school has applied to obtain the job validation offer from teh Human Resources. They have rejected our application with several reasons, and we have appealed with an improved proposals(longer hours, more details about the position). This appeal has rejected again because "the school did not try hard enough to find a Canadian employee". The school have posted advertisement on the newspapers, interviewed several, also paid recruiting company to find candidates. The position is strictly temporary as it is a fill in for someone who will soon be on the maternity leave. I don't know what we(both the school and I) can do now as it seems rather unreasonable for the Human Resources to reject our appeal.
Would you please help us out?

   The decision to grant validation of a job offer is discretionary, and is not based on any fixed criteria. I would have expected, however, that deocumentation of each of the factors above would have been sufficient. Were these factors documented?

Part of the problem, however, is that ESL instructors are not in a state of shortage in Canada, so it is possible that the HRDC official may not be convinced despite any documentation.

   The position is not an ESL instructor, but a homestay coordinator which needs extensive knowledge and experience in cultural exchange programs. My employer, the ESL school, needed a person with native Japanese experience as the huge amount of Japanese students they have to handle. I was the only one applicant with qualification, and everything the Human Resources asked for was very well documented and presented at the initial application.

When my employer questioned the reasons after the first rejection, the officer did not even have a case number to refer, and in general, sounded like he could not care less. My employer and I both wondered if he had actually reviewed all the documents we had provided.

After my appeal was rejected, I was very disappointed and also have been feeling resentment to the unfairness. Could you tell me what I was missing for?
