"permanent resident"

For taxes purposes...when does someone becomes resident? When the visa is issued or when he/she moves to Canada?
The reason why I'm asking is that my husband(U.S. citizen) and I (Canadian citizen) want to move to Canada. We are presently waiting for a settlement in a lawsuit.Should we wait to apply for permanent residency in Canada until the case is settle if we want to avoid paying taxes on that money or is it tax free anyway because the income is a result of a lawsuit settlement (like it is in the U.S) How long do we have to move to Canada after a visa is issued?
Thanks...Charlou
