I am Canadian perm. resident, maintaining residential ties with Canada and working in US. May I include US Social security tax witholdings from my employment income in calculation of the foreign tax credit for Revenue Canada?

If the credit for SS pmts isn't allowed, may I deduct these pmts from my taxable income?
