I'm not Canadian citizen and I'm not resident of Canada but according to their web site /www.cip-icu.ca/ it is possible to become a Provisional Member as a non-resident.

Since summer 2001 I have sent them many letters and e-mails, but they haven't respond any of my inquiry. It seems like nobody's at home.

Do you know an immigrant with the profession as an urban or land planner?
