"Permanent resident application from within Canada"
 
   Can a US citizen post an application for permanent resident status while in Canada under visitor status?

   Yes, assuming that you mean submission to an office outside of Canada, such as the Buffalo APC in the USA.

   It applies to everyone, as long as the individual is able to attend an interview at a location within the USA.
