"arranged employment factor in the new grid"

I’m an international student finishing an MBA in Vancouver. Once I graduate and if I find a job (related to my study field) then a temporary working visa will be issued for 1 year.
I am planning to apply for an independent immigrant visa next year. I read the new selection grid and have the following question regarding the factor “Arranged employment in Canada”.
Where it says that 10 points can be accredited for those applicants holding a temporary work permit that is “HRDC opinion obtained, including sectoral confirmations”…what does this means exactly?
Since the job offer I may obtain doesn’t need to be validated by HRDC, is it my only option to go for this “HRDC opinion”? How can I obtain it? Would it help that my job will probably be in the high-tech industry in BC?
Thanks in advance for your help!
Federico

Applicants holding a temporary employment authorization and employed within Canada will be awarded 10 points only if their work permit will be valid for 12 or more months after they apply for a permanent resident visa AND their employer has made an offer to give them a permanent job. This applies whether or not HRDC confirmation was required to obtain the temporary work permit.
