"What will the new BillC-11 implementation mean?."
 
   Dear Mr. Cohen,

I had landed in Canada this Jan'02 and left Canada to continue on my overseas assignment. I will have to remain outside until middle of 2003. Now, with the new Bill C-11 (if it is implemented as expected on the 28th June, 2002), would I be eligible automatically to stay outside Canada for a period of about 3 years?.

What about the new PR card?. Can I apply outside Canada?.

   The immigration department has not yet announced the specific details concerning applying for and obtaining the permanent resident card. This information should be available after June 28th.
