The CHC is trying to determine that your funds are transferrable to Canada. There are no provisions in the law for such establishment of settlement funds, but an immigration official is granted considerable discretion in determining if a candidate is likely to be able to successfully settle in Canada.If you can document that the local laws will not allow you to conduct the requested transfer, it is possible that the immigration officials may be willing to waive this requirement. They will likely require additional evidence of the possession of the funds and the transferability of such in order to be willing to consider this, however.
