If your husband intends to work or study in Canada while he is here, he would be required to obtain the proper authorization. If he intends to simply reside in Canada, he may seek admission as a visitor on each occasion that he appears at a port of entry. He is not required to obtain a pssport visa to do so, but n each such occasion, his admissibility will be subject to the discretion of an immigration official.
