"where to process"
 
   i have a sister in the u.k who is out of status and wishes to
migrate under the skilled worker category.can she process her
application from london or does she have to do it from her
country.

   It should be possible for her to process the application through the visa office in London.

Canadian policy has been to ignore an applicant's foreign immigration status. However, there have been some refusals on the grounds of criminal inadmissibility where the applicant admitted to having knowingly violated the immigration laws of a foreign jurisdiction.
