"Where to start?"

   Hi,

I have a masters in Business Administration and at the same time a graduate of bachelor of science in Medical Technology. I worked as a Product Manager while my wife is currently an Oracle programmer in a bank industry. I know we can make it there....but where do I start? I am here in California right now as a tourist...with so much restrictions on how to attain a permanent residency here, plus the crime rate that is so high, I am thinking of migrating to Canada instead here in the US.

In one of the ads here about Canada, is it true that even without a job offer we can attain a permanent residency?

Please help....

The skilled worker program does allow for eligibility to immigrate in the absence of a Canadian job offer. You may conduct an online assessment to determine your eligibility.
