"Visitor Record"
 
   I have had a visitor record for 5 months because I rented a second residence in Quebec. Now it's almost time to renew it and I would like to have my main residence in Quebec, just on the border, and work in Vermont. I have already leased an apartment from July 1 of this year for one year.

With a visitor record good for one year (assuming they renew it for the length of my lease), do I have the right to 'live' in Canada? (I'm thinking mainly when they ask you where you live when you go across the border).

During this year I have the intention of submitting an independant immigrant application but cannot do so before renewing my visitor record.

   With a visitor record for one year, you are entitled to be within Canada for that duration, as long as you do not study or work. If you travel back and forth from the USA during that time, you would be subject to re-assessment as a visitor on each occasion that you re-enter Canada. If an immigration official feels that you do not intend to depart Canada once required to do so, you may be refused admission.
