Without knowledge of all the details of the case it is not possible to comment on the accuaracy of the decision rendered by the immigration officials. The occupational demand for a computer programmer, however, is 10. This is part of the Regulations and is not subject to interpretation by an immigration official.If the officer did not issue the proper units of assessment for the occupation in which the individual had applied, that is grounds for a Judicial Review. If, however, the officer found that the applicant did not have experience or edducation/training consistent with the designation stated, assessed the candidate in a different occupation, and found that that occupation had a demand of zero, grounds of appeal may not be so clear.
A qualfied professional would have to review the application documents and the refusal letter to assess the grounds for appeal. Such an appeal must be filed within 30 days of the receipt of the refusal letter.
