"engineering degree + 12 years IT experience"
which NOC classification should i apply if have the ff:
5 year bachelors degree in Civil Engineering (no experience)
1 year computer programming and systems courses plus
6 years experience as computer programmer plus
6 years experience as systems analyst

which intended occupation should be stated on the application form that will give me the best chance of approval for the skilled worker independent category? thank you.

A thorough examination of the documentation pertaining to your work experience and education would be required to make an accurate evaluation of your intended occupation.
