   Dear Mr. Cohen,

First of all I would like to appreciate your wonderful effort to maintain such an informative site.
Sir, I want to get your advice reagarding my case.
I applied for immigration as skilled worker (independent)in October 2001 from Islamabad. I have multiple degrees. One of my Master degrees which was earned first is 17 years study duration.
In December 2001, I wrote a letter to the CHC Islamabad, that as new IRPA is going to be implemented soon, so please consider my 17 years degree for points award. Also I wrote that my medium of insturctions was Engligh and I have been studying english as a course for 9 years, so please consider this also when you assess my application.

I have not received any letter or advice except file # letter which was received in early November 2001.
My question is Sir,
Will I be awarded maximum points for my qualificatin ? Should I take now IELTS and submit the results with CHC ?
What is your assessment regarding all this matter.
Please reply me as I am very tense these days.

It would appear that you would earn the maximum points on the education factor. However, evaluation of evidence of English language ability, in the absence of an IELTS score, is done on a discretionary basis. As such, there is no assurance that the letter that you provided would suffice to earn maximum points for English on the language factor.
