   Hi David,
a great website !! Alas I discovered it only after having applied for
immigration about a month back.
Here is my background, before I talk about my dilemma. Both myself and my wife Usha are studying at the University of Alberta towards our PhD degrees, which means both of us have a Masters degree and both of us have five years of job experience.
I have done my masters from I.I.T. Delhi, which is one of the best Institutes in India. Before coming to Canada, I had an offer from a US software company (H1-B visa too) which I never used, due to the Tech sector meltdown. I mentioned this fact in the application form for Canadian immigration along with a photocopy of the H1B visa and the contract. I also mentioned that I have no intentions of using that visa and its anyway going to expire in June 2003.

Both of us came to Canada, in September 2002. We applied for immigration in April 2003 ie. about a month back (of course not knowing, until I hit your website, that we could have applied inside Canada after one year, but the damage is already done) at the Buffalo centre.

Although, both of us are getting Scholarships to cover our living and tuition costs, I plan to drop my PhD. program and go for an
undergraduate degree in Computing Sciences for which the fee is
pretty high (On top of that International students have to pay twice that amount-- differential fee). I won't be getting any scholarship too, if I go for an undergrad degree.

I don't know if it is possible, but looking at my qualifications
can you make an intelligent guess (based on your past experience)
as to how much time will the whole immigration process take. If
it"ll take less than an year I can wait and then enroll later for
the UG degree when I"ll pay half the fee, being a permanent resident.
At the same time I understand that my police verification will have to be done in India which"ll take the max'm amount of time since
Buffalo guys conduct investigations of their own for prospective immigrants from India.

Having said that, any intelligent guess from your vast experience by
looking at the present efficiency of Buffalo guys and comparing my
case to similiar cases in the past and be able to give me a minm and
a maxm time frame will be quite helpful (if it were possible).

   Given present processing backlogs, the likelhood is that the application process will take more than 12 months. You should expect conclusion in your case appriomxately 18 months after submission.
