"old or new criteria"

Thanks Mr.Cohen for wonderful site.
Sir, I have applied for permanent residency to Canada in SEP 2001.
In NOV 2002 I recieved a letter from embassy requiring me to appear for IELTS so I could be assesed under old criteria .I appeared in JAN for IELTS and scored 7.5 band.I have not recieved any information from embassy till today,although they have asked me to wait till july end.Kindly guide whether my application will be assesed according to previous criteria or the new one.

In response to message #0

All applications presently being processed, in which a selection decision has not been rendered, are being processed under the new Regulations implemented June 28th 2002. As you applied prior to January 1st 2002, you have a pass mark of 70.
