"Help! Spouse Language Proficiently test in 90 days"

We are a couple with a total score 76 based on the “Skilled Worker Self-assessment” at http://www.cic.gc.ca/english/skilled/assess/index.html

We have claimed language skills on our application, as following:
principal applicant
English High Proficiency in Read/write/speak/listen (16 points)
French No proficiency in Read/write/speak/listen (0 points)

Applicant’s spouse
English High Proficiency in Read/write/speak/listen (16 points)
French Basic Proficiency in Read/write/speak/listen (4 points)

We just received a letter from London, requiring evidence of English and French language proficiently within 90 days.

Based on the “Skilled Worker Self-assessment” the spouse’s language proficiently does not have any saying on the total score.

My question is :
Does my spouse need to take the English/French test too?
If not why have they required evidence of French language too? As shown above, principal applicant has indicated in the application that he has No proficiency in French.

   A spouse's language skill is not a factor in the assessment of a Federal skilled worker application. An immigration official has the discretionary power to request such anyhow. If it has been requested for an accompanying dependent, it would be assumed that this would be to potentially benefit the application. Compliance may be the best strategy.
