   I've applied for PR Canada in June 2001.
In August 2002 I've got a letter from Canadian Ambasy in Paris ,to be prepared for the new regulation and to provide IELTS test.Unfortunately I've got only 5 scor for English.All my file I should sent back to the consulate until 1 April 2003.
Beacuse I do not have enough points In the new regulation ,my lawyer have told me ,I should take TEF-French or IELTS again.
My problem is that I can't take any test right now because British Council and Frech centre are closed here in Israel ,due to the war in Irak.
What can I do? They will call me for Intervew anyway?Or they will regect my file?I need points for medium French,because I've got only 8 points for English.
All your suggestion will be higly appreciated.

   You may try to explain the circumstances of the delay in obtaining a TEF score, which the immigration officials may accept to grant you an extension. A low IELTS score is not considered grounds to request an interview.
