Assuming no interview is required and one is out of USA, can the passports be sent via courier mail (with a US return address) or with another person (who is travelling to US) to get the visa stamp on the passport from CIC office in Buffalo, USA?

Alternatively, can the passports be sent to the local canadian embassy (Islamabad, Pakistan in this case) in the foreign country even though the office where the immigration application was originally submitted was in Buffalo, USA.
