"How to get back lost PR status"

When I was in the US as a H1 Visa holder I married my wife who was a canadian Permanent resident in 1998.She came to live with me and every time we crossed border into canada the CIC caused problems for us , and finally they told us that my wife had to apply for a returning resident permit. We applied and it was rejected and so we surrendered her PR landing papers and instead got a visitor visa for her.In 2001 my H1 visa in US expired and we moved to canada and I am currently on a work permit. We applied for PR for both of us in May 2002 and still waiting for it.Meanwhile someone told us that we can revive her old PR status with a recommendation from a federal MP , now that we are intending to settle down in canada. Is this possible ?
Please advise me on this.
Thanks.

If she returned her landing documents when granted admission as a visitor, or signed a document admitting to forfeiting permanent resident status, then there may not be any means of reviving such at this time. If neither was the case, then it may be the case that her status as a permanent resident remains intact in the absence of an adjudication otherwise.

There is no harm in contacting a local MP for assistance in the matter.
