"Offshore or not Offshore"
Dear Mr. Cohen, I have come across the following information. Please, explain if the Answer to the question is correct.


"Q: Please, let me and everyone here know, who would qualify as a NOT offshore applicant. Lets say, I am a temporary worker (1 year work visa with possible extension)in a third country. If I apply there, am I a resident or an offshore applicant?

A: Since you're only on a temporary basis in this 3rd country, you are not considered a full resident, the processing post will still have to contact your own country for the background check and necessary information. Basically, you're considered offshore applicant if your own country does not belong to that post's jurisdiction."

1. "RE: Offshore or not Offshore"
The definition of "offshore" is not formalized in Canada's legislation, and is therefore open to interpretation. I would, however, disagree with the statement you quote. Our experience has been that temporary residents of a country do meet the requirements of the definition of within the jurisdiction of an office. This is supported by the issuance of interview waivers to these cases, which is generally against current policy for offshore applicants.
