"Application for a Selection Certificate"
 
   Dear Sir,

I live in Montreal for 2 years as a full-time student.
I want to apply for immigration to quebec,
Do I have to fill the preliminary immigration application and then wait for a reply or
I can Immediately fill and send the application for Selection Certificate of quebec ? (without sending the preliminary form).

In case if I follow the second path,
What is the probability that my application will be rejected?
