"background checks / dual intent"
 
   What do background checks actually involve? What exactly are they looking into? And are background checks necessarily longer for young muslim men now after 9-11?

My spousal-partner is a Turkish citizen, 33 years old, permanent resident of Germany for over 12 years, no criminal record, no military, political or religious affiliations whatsoever, 1 parking ticket.

And regarding dual intent, is it actually in practice? My boyfriend has been turned down twice for a visitor's visa to Canada before the sponsorship application was submitted, apparently due to lack of assets in Germany. Does he now have a chance to come and visit me in Canada for a few weeks? Am I just throwing my money out the window if I request a new visitor's visa?

Thankyou for taking the time to answer my question. I visit your website regularly and find a great deal of helpful information.

An issue such as a parking ticket would have no bearing on this process. Dual intent is in regular practice, but 2 previous visitor visa refusals would have a much more significant bearing. Realistically, the likelihood of approval of a subsequent application is fairly low.
