"Could prior applications affect a new one?"
Hello, I would like if you could please answer me this, my father onced applied for a permanent resident visa to Canada and when he handed back the preleminary application form(The first application you receive before receiving the real one)unfortunately he could not meet the enough points needed do they handed back to him saying that he did not meet enough points, so now as I told you before I do not know why but for some reasons my father cannot immigrate to Canada yet, the government of Canada has its rules!! well so now we want to see our father for this Christmas so my aunt is planning to invite him to come to Canada to visit all the family(Parents, sister, and nephew, and children too even though we were adopted by our grandma), so when he presents to the embassy to come as a visitor will there be any problems because of the last time he applied (for a permanent resident visa)?Because they might think that he once wanted to apply as a permanent residence even though he just wants to come to visit. Does he have to say that he once applies for a Canadian visa already? Is it going to be shown on the immigration computer? thank you for your time, Bye.....

From what you have stated, your Father has not ever applied for permanent resident status. It appears that he submitted what is referred to as a "pre-application questionnaire (PAQ)." These were conducted by some visa offices to encourage the submission of applications by those who would be eligible. Such questionnaires, however, are not subject to the same precedural guidelines as a formal application.

If this is the case, he is not required to state that he had previously applied. A PAQ may not be on record, either.

In either case, the decision to grant a visitor visa will be determined by the discretion of an immigration official. Your father should document as many of the ties to his home country that exist to fortify such an application.
