"Rationale for interview"
Hi Mr. Cohen,

Is the only condition to have the interview waived, to reach or go beyond 70 POINTS or it is a discretionary decision?

For example, I have 68pts, so therefore can my interview still be waived or I had to have 70pts or more?

If there are OTHER CRITERIAS to have the interview waived beyond the points level, what are they??

The decision to issue an interview waiver is not based only on the points for which the applicant is eligible. Numerous factors contribute to this decision, which is finally based on the discretion of the immigration officials.

The office to which the application was submitted is also a factor, as some offices waive at a lower rate than others. Also, an application from an offshore applicant (i.e., one residing outside of the jurisdiction of the visa office) is much less likely to receive a waiver than a case within an office's jurisdiction.

I applied at the Buffalo IRPC, and I do live in the US, what is the tendency of that office in terms of waiving interviews.

The clear documentation of the qualifications of the applicant is typically, in our experience, the most significant factor in the determination of an interview waiver. Finally, however, the decision relies on the discretion of an immigration official.
