"Certify or Notarize"
 
   My husband and I are planning to apply for PRC. It is stated in the checklist that copies of the original documents are to be notarized. Is the photocopy stamped "certified true copy" by the school (for example)already acceptable or is it still have to be notarized? Who are allowed to notarize these photocopies of the original documents?
I will appreciate your response on this matter. Your website is truly very helpful.

   A notarized or certified copy is generally conducted by a notary or attorney. There are, however, provisions in some locations that allow other parties to do such. A stamp such as that you refer to would typically be acceptable, but use of a local notary or attorney would be more certain.
