Hi Indi Jones, if you're residing in a country where the CHC Singapore is responsible for processing Immigrant/PR Visa, you can send your application to CHC Singapore. You can check the CHC Singapore Visa Office online to be able to know if the country where you're currently residing is on their list.But I'm not quite sure as well, if they're going to accept your application if you're not residing in the country where they're responsible with.
I'm a filipino citizen but send my application to Singapore bec my current residency is under the responsibility of CHC Singapore. I don't fill up any Net Worth Statement upon sending my application but they sent me the Net Worth Statement form a month ago to update my assets and to be brought the form to my Interview scheduled next month.
So, I think Net Worth Statement is always required to send by applicants at most of the time and it's not depend on CHC offices.
