   Dear Mr Cohen
I will appreciate your reply for my following inquiry:
I moved to USA on H4 visa in Jan 2002 and requested for the file transfer from nairobi,kenya to USA in feb 2002 and also sent someone personally to their office to submit the transfer fee they asked for, in April 2002. Since then I havent recd any letter from either nairobi or buffalo office to confirm my file transfer. I faxed buffalo office twice but there is no reponse. How long does it usually takes to process the trnsferred file, and will it be processed under new rules or old? Any suggestions?

   A file transfer generally takes approximately 8-10 weeks to complete. The first correspondence you would receive afterwards is the Acknowledgement of Receipt from the new visa office, which is subject to standard delays. In Buffalo, this means a period of at least 24 weeks at present.

As Buffalo may be within their published service standards, they are unlikely to respond to inquiries.
