"Recieve a medical exam without interview"
 
   Dear Sir

I submitted all the documents to High Commission in Singapore in Dec 2001 and recieved a medical exam paper in March 2002 without any interview waived document.

Does it mean that my interview is now waived and do I have to pay for ROLF now?

   The visa office in Singapore typically issues medical examination documents only after a positive selection decision. Issuance of such documents prior to a selection interview would typically indicate that the interview had been waived.
