"arriving in toronto prior to marriage"
 
   Dear Mr Cohen
My partner and I intend to marry this May in Toronto. Will the immigration officials grant entry if I tell them the purpose of my visit is to marry and immigrate? Do I need to apply for some kind of special visitor visa prior to making the journey?

   Admissibility as a visitor is largely discretionary, which makes it difficult to predict the decision in advance. The decision is made on the basis of a subjective assessment that the candidate has a genuine intent to leave Canada by the time that this is required. Suggesting an intent to remain permanently in Canada can obviously bias such an assessment. Canada does, however, recognize "dual intent," by which an individual may intend to immigrate, but may also intend to visit temporarily pending the outcome of such an application.
