"Advise about my wife"

I am a Canadian Resident since 1999. My wife (who is Colombian and NOT a Canadian Resident) and I lived from July 1999 to July 2001 in the USA.
We applied for her as an Independent Landed Immigrant to the Buffalo Canadian Consulate last May 25th 2001, before leaving the USA. We left the USA last July 28, 2001. I came back to Canada and my wife traveled to Colombia because of not being a Canadian, country where she is living with her parents.
We believed in the time-frame Immigration Canada gave us to process her application as Independent. They sent us the 1st letter of APPLICATION RECEIVED on August 3/2001. We have not received any other document yet, and the 40 weeks have expired. I called to Buffalo and they just say that there are many applications in process and that's it. ADDITIONALLY, THE 1-800 LINE (1800-992-7037) to call them is going to be CLOSED AND DISCONNECTED at the end of this month not allowing us to get information about the application.

My question is:

DO I HAVE TO CHANGE MY APPROACH AND SPONSOR MY WIFE NOW THAT I AM IN CANADA AND CAN DO IT FROM HERE? I know that sponsorships are taking a long time as well.

OR,

IS IT BETTER TO WAIT AND CONTINUE WAITING FOR THE INDEPENDENT LANDED IMMIGRANT STATUS APPLICATION EVALUATION BECAUSE THE TIME FRAME IS GOING TO BE THE SAME IF COMPARED WITH THE SPONSORSHIP?

THANKS SO MUCH

In general, the processing time for Family Class applications is shorter than for Independant Class applications. Also, priority is given to reuniting spouses. You may wish to consider withdrawing your wife's Independant application and instead sponsor her under the Family Class.
