"Where to apply for Quebec"
 
   Dear Mr. Cohen,

I am a Romanian citizen currently living in Ireland but I inted to immigrate to Canada, Quebec. I have a small problem ....

From what I've read on the Internet (http://www.immq.gouv.qc.ca) I undersatnd that as a Irish resident I have to send my preliminary application to Paris , but... at the same time I am a Romanian citizen and conform with the indications from the web site I should send my appliaction to SIQ Vienna. Ca you give me an advice .. where ? Paris or Vienna ?

Another thing. I am not very shure that the "Demande préliminaire d'immigration" which I've fond on the Internet at(http://www.immq.gouv.qc.ca/francais/procedures_formulaires/pdf/QPI.pdf) is valid. If I'm sending this it will be OK ? is this the valid document which must be sent? I'm asking this because I know someone that has sent the application found on the Internet and this has not been taken in consideration by SIQ Vienna because they said that is not the right application form. Can you have a look at the document and tell me if is the good one.

   If you are living in Ireland and have resident status there (not just holding a visitor visa), then the application must be filed in Paris. If you are only a visitor in Ireland, then you must file your application in Vienna.

The "Demande préliminaire d'immigration" is the right form to be sent to the SIQ. This is not mandatory. Potential applicants can send this form and the SIQ will conduct a free assessment of your qualifications. If you are not qualified, they will not answer. Otherwise, if suitable, they will answer within a three month period.
