"When has a "job offer" to be valid?"
 
   Dear Harry,

We are planning to migrate to Canada in April 2003. Because the procedure takes long we want to send the froms right now. To get enough points (80), I definitely need a Job Offer (Question 6.5: Have a genuine job offer valid upon entering Canada). Does this mean that this job offer has to be valid from the moment I send the documents till the moment I enter Canada? That can take up to 12 months. No employer can offer a job so far in advance is my opinion, especially not in the dynamic ICT business where I am in. So how to deal with this?

   If you are referring to an informal job offer, as opposed to arranged employment validated by the HRDC, you should be aware that the Canadian government will most likely be removing the 5 point bonus for an informal job offer from the new regulations.
