"wants to open an account"
 
   I am living in Saudi Arabia, and wants to open an account in Toronto
before an Interview. Is it possible?

As a general rule, the banks of Canada will not open accounts for foreigners who are not residing in Canada at present. Indeed, the banks appear very reluctant to open such accounts.

Sometimes, however, individual banks will make an exception and open an account. Also, in some cases, some organizations are able to assist foreigners in opening a Canadian account. (For example, our law firm has an agreement with a Canadian bank to open accounts on behalf of our current clients.)
