The Canadian Embassy in Manila will usually send the AOR (Acknowledgement of Receipt) in approximately 8-12 weeks. 1 month would be much too soon to expect an AOR from the Canadian Embassy in Manila. But 4 months is certainly too long to wait for the AOR, and in such a case the Embassy should be contacted. When contacting the embassy for a status update, a RELIABLE fax number can be proved to increase the speed of receiving the response.
Also when contacting them regarding the lack of AOR, be sure to provide proof of delivery information, assuming that a courier service was utilized to deliver the application to the embassy. (Our office has always recommended that applications be submitted with a traceable courier service in order to provide proof of delivery.)
