To answer this question, we would need to know precisely what kind of correspondence you have received from the Canadian Embassy in Ankara to date. If you have not yet received any correspondence from the Canadian Embassy in Ankara, (or if the only correspondence you have thus far received is the AOR: Acknowledgement of Receipt) then a request for a status update on your file is certainly in order.
In general it is not a good idea to send repeated requests for status updates to the Canadian Government, as that could reflect negatively on the applicant. But in extreme cases such as these, or in cases in which deadlines have passed, and no correspondence has been received from the Canadian Government, then a status update is certainly in order.
To help in your decision about whether or not to transfer your file to the Canadian Consulate in Buffalo, NY, USA, we can advise you of the latest processing times, based upon our experiences. (Note that when a file is transferred, the files starts at the beginning in terms of processing time at the new post.)
In our experience, the current processing time for the Canadian Embassy in Ankara, Turkey, is 2 to 3 years (with the average being aproximately 29 months), for applicants currently living and working within that region.
On the other hand, the current processing time for the Canadian Consulate in Buffalo, NY, is 10 to 18 months, for applicants who are currently living and working within the USA region.
